The document provides a clear and consistent framework for assessing and ensuring the quality of Tenancy Sustainment services. It is for use by providers as part of a quality assessment process and as a tool for continuous improvement. It allows providers to demonstrate to funders, service users and other stakeholders that they are delivering services to a high standard.

TST Service Specification

This specification relates to the delivery of Tenancy Sustainment services to tenants of RSI Clearing House accommodation. These support services provide visiting support to former rough sleepers in order to ensure that they are able to manage the transition into their new RSI tenancy, positively sustain that tenancy, live as independently as possible whilst in that tenancy and are supported to move on to more suitable accommodation as appropriate.


Complaints and Appeals

The complaints and appeals policy is aimed to provide guidance for those wishing to complain about the Clearing House service, a Clearing House partner or appeal a decision made by the Clearing House. The procedure is intended for clients, partner agencies and those in receipt of the Clearing House service.


One nomination

The one-nomination policy provides guidance about Clearing House nominations. It sets out clear expectations and guidelines for stakeholders and Clearing House staff. The Clearing House aims to house people in accommodation in one of the areas they have stated they wish to live. It also aims to fill RSI properties appropriately and efficiently. The one nomination policy and procedure is in place to ensure this happens.


Resettlement

There are several stakeholders involved in housing a client in an RSI property. This policy has been designed to provide guidance to Referral Agencies, Housing Providers and Tenancy Sustainment Teams (TSTs) around the process of resettling a new tenant into RSI accommodation. It is intended to provide guidance to ensure a continuity of support to a client moving in to an RSI property. It is not intended as a replacement to existing good practice in risk assessment and information sharing.


Transfers and Mutual Exchanges

The Transfers policy sets out clear expectations and guidelines for Tenancy Sustainment Teams (TSTs), Housing Providers and Clearing House staff about transfers from RSI property. The purpose of this procedure is to provide clarification about ways in which tenants within RSI Clearing House accommodation can transfer to other accommodation.


Case Closures

This Case Closure protocol has been developed to standardise practice across all TST zones and teams and to provide RSLs and tenants with clarity about the circumstances and process via which cases will be closed.
